Only 1 Plan Change Allowed Per Quarter for Dual Eligible Clients

Starting January 1, 2019, the Centers for Medicare & Medicaid Services (CMS) limits how many times dual eligible clients can change health plans. Their Special Enrollment Period (SEP) can be used only once per calendar quarter. Plan changes can be made during:

  • January – March
  • April – June
  • July – September

The SEP cannot be used during the October – December quarter.

The plan change during the SEP starts on the first day of the following month.

Plan changes are also allowed during the Annual Election Period (AEP), October 15 – December 7. These changes take effect on January 1 of the following year.
