HHAeXchange & Fidelis Care Partnership

As you may be aware, Section 12006 of the 21st Century Cures Act, along with CMS guidance, required states to implement Electronic Visit Verification (EVV) for Personal Care Services by January 1, 2021, and for Home Health Care Services by January 1, 2023. As of 2026, EVV requirements are fully implemented, requiring applicable services to be electronically verified and documented, including the member receiving care, caregiver, service location, date, and type of service provided.

 

Next Steps

To ensure EVV data is accurately captured for providers delivering in-scope EVV services, Fidelis Care will require all providers — including existing EDI and Enterprise (ENT) providers — to submit visit data and bill through HHAeXchange beginning August 1, 2026.

Claims that are not submitted through HHAeXchange will be rejected by the clearinghouse beginning November 1, 2026.

 

The HHAeXchange Platform Options

As part of your participation with Fidelis Care, HHAeXchange offers free integration to import visit data from your existing system using Electronic Data Interchange (EDI) at no cost. If you are already set up and actively submitting visits and billing through HHAeXchange, no further action is required. However, you are still encouraged to register for a Provider Information Session if you would like additional training or a refresher.

 

Providers with an Existing HHAeXchange Portal (Not Currently Submitting Visits and Billing)

If you have an existing Provider Portal but are not yet submitting visit data and billing through HHAeXchange, submit a ticket through the Client Support Portal requesting a configuration update that enables visit submission and billing: https://www.hhaexchange.com/supportrequest

 

Providers without an HHAeXchange Portal

  • If you do not currently have a Provider Portal, please complete the following steps:
  1. Complete the HHAeXchange Provider Portal Questionnaire no later than July 1, 2026: https://www.hhaexchange.com/info-hub/fidelis-care

This step initiates the onboarding process and allows HHAeXchange to configure your portal and determine next steps based on your responses, including whether you will use HHAeXchange’s EVV tools or an existing EVV system.

  1. Sign up for a Provider Information Session appropriate to your EVV selection. Additional registration details will be provided following questionnaire completion.
