Free Interpreter Services for Members

Members can call Fidelis Care Member Services at 1-888-FIDELIS (1-888-343-3547); TTY: 711 to receive assistance in their preferred language. Either a Fidelis Care Representative will speak the member’s preferred language or an interpreter will join the call free of charge.

Fidelis Dual Advantage Flex Members Get a $70/Month OTC Card
Posted April 17, 2018

Fidelis Care offers Fidelis Dual Advantage Flex members a monthly $70 debit card to buy eligible over-the-counter (OTC) health items. The OTC card can be used at many independent pharmacies or chain pharmacies, including CVS, Rite Aid, Duane Reade, and Walgreens.

Members pay for eligible health-related items using the OTC card. Fidelis Care will automatically refill the card up to the full $70 every month. No paperwork needed.

Flex Benefit Reimburses Members for Health-Related Expenses
Posted April 17, 2018

Fidelis Care offers additional dollars to help offset the cost of many common health-related expenses for members enrolled in Fidelis Medicare Advantage Flex and Fidelis Dual Advantage Flex. Members must pay up front and submit a copy of the receipt with a Flex Benefit Reimbursement Form to receive reimbursement.

The completed form and receipts must be submitted within 90 days from the receipt date to be eligible for payment. Any unused benefit as of December 31 is forfeited.

Members may submit the Flex Benefit Reimbursement Form online by logging into the Member Portal at members.fideliscare.org.

CMS Will Begin Issuing New Medicare Cards in April 2018

The Centers for Medicare & Medicaid Services will issue a new Medicare card beginning April 2018 for new beneficiaries. The new cards will replace the current Health Insurance Claim Number (HICN) with an 11-character Medicare Beneficiary Identifier (MBI). The change will help prevent identity theft, and it complies with the requirements from the Medicare Access and CHIP Reauthorization Act (MACRA) of 2015.

New Medicare beneficiaries will receive cards containing only a MBI. Existing beneficiaries will be issued new cards assigning them a MBI by April 2019.

Reduced Monthly Premiums for Medicare Clients Eligible for Extra Help

Prospective clients who are eligible to receive Extra Help with Medicare prescription drug costs (also known as a low-income subsidy, or LIS) qualify to pay reduced monthly premiums when enrolling in Fidelis Medicare Advantage Flex (Plan 003).

Special Enrollment Period for Those Impacted by Hurricanes in Puerto Rico and the U.S. Virgin Islands

The open enrollment period has been extended through March 31 for those who couldn't enroll in a health product because of last year's hurricanes in Puerto Rico and the U.S. Virgin Islands. This Special Enrollment Period was announced recently by the Centers for Medicare & Medicaid Services. Coverage will begin the first day of the month after enrollment. 

Brokers may enroll clients who have relocated to New York State in Qualified Health Plans (Metal-Level Products).

Scope of Appointment Form: Required by CMS for Prospective Medicare Clients

Brokers must inform Medicare beneficiaries of the topics of discussion before meeting with them to talk about health products. The Centers for Medicare & Medicaid Services requires brokers to document this prior notification. A Scope of Appointment form, signed by both the prospective client and the broker, fulfills this requirement. 

The topics of discussion listed on the form include Fidelis Care's Medicare products, brokers' commission payments, and a notice that signing the form does not affect a prospective client's enrollment status.

HIPAA Privacy Release Form: A Resource for Members to Share Their Personal Health Information

Fidelis Care must obtain written permission from members in order to share their personal medical information for purposes not included in the coverage agreement. Members who would like Fidelis Care to send their information to anyone other than themselves must complete a HIPAA Privacy Release form and submit it to Fidelis Care.

Flex Reimbursement Form Must be Completed by Members

Fidelis Care Earns NCQA Health Plan Accreditation

Fidelis Care has received full, three-year Health Plan Accreditation from the National Committee for Quality Assurance (NCQA). The Accredited status applies to our Medicaid (HMO), Medicare Advantage/Dual Advantage (HMO/POS), and Qualified Health Plans (HMO) through the NY State of Health Marketplace.

NCQA is a private, non-profit organization dedicated to improving health care quality. NCQA Accreditation is the most comprehensive evaluation in the industry. The NCQA Health Plan Accreditation shows members and providers that a health plan is well managed and delivers high quality care and service. 

Fidelis Care previously received Interim Accreditation status in July 2016. 

"Achieving NCQA Accreditation is a direct result of Fidelis Care's ongoing commitment to quality care and service for members," said CEO Rev. Patrick J. Frawley. "We are pleased to earn this national distinction, and to recognize the work of our more than 4,000 employees who each contributed to this achievement, and continue to put the health, wellness, and satisfaction of our members first, every day." 

The Accreditation standards are set high to continuously enhance a plan's quality of care, and the review process includes rigorous on-site and off-site evaluations by a team of physicians and health plan experts. 


Medicare Special Enrollment Periods: Signing Up Clients Outside the Annual Election Period

Medicare-eligible clients can enroll in or change their Medicare Advantage plans during certain life events or under special circumstances, even after the Annual Election Period has ended. These events or circumstances are called Special Enrollment Periods (SEPs). Some of the most common SEPs are:

  • Moving to an address outside the coverage area
  • Loss of current coverage
  • Eligibility for both Medicare and Medicaid
  • Eligibility for Extra Help
  • Enrollment in a State Pharmaceutical Assistance Program (SPAP) or loss of SPAP eligibility

Special Enrollment Period to Help Individuals

Impacted by Hurricanes in Puerto Rico and the U.S. Virgin Islands

Please see press release (PDF) and guidance from the Centers for Medicare & Medicaid Services (CMS) regarding a new Special Enrollment Period (SEP) for individuals impacted by hurricanes in Puerto Rico and the U.S. Virgin Islands.

New York will align with the Federally-Facilitated Exchanges to offer a SEP for these individuals so that they may enroll in a Qualified Health Plan through March 31, 2018. These requests will be handled by NY State of Health's Call Center. 


BabyCare: Personalized Health Support During Pregnancy

Fidelis Care offers a special program called BabyCare to support the health of members during pregnancy. Any Fidelis Care member who is pregnant is eligible to join. 

When members join BabyCare, a Fidelis Care Maternal Care Associate is assigned to help them every step of the way. The Associate has a special training in prenatal care, and is the person they can reach out to when they have questions or concerns about their pregnancy.

The Associate can:

  • Find a participating obstetrician, pediatrician, specialist, or hospital for the baby's birth
  • Put members in contact with a Registered Nurse for any special needs
  • Help members learn about nutrition and what they should and should not eat
  • Provide support and encouragement for a healthy pregnancy
  • And more

Nurse Case Manager Program: Personalized Support for Members

Through the Nurse Case Manager program, Fidelis Care provides key and timely health support for members enrolled in Dual Advantage, Medicare Advantage, Health and Recovery Plan, and Managed Long Term Care plans, as well as members who require hospitalization follow up or have a chronic health condition. Nurse Case Managers connect with members individually by telephone and they help them:

  • Prevent or manage disease complications
  • Coordinate appointments with primary care providers and specialists
  • Manage medications
  • Arrange for in-home equipment or services for more independent living
  • Connect with community resources and services
  • Make positive lifestyle changes
  • Provide moral support

Nurse Case Managers also serve as a direct link between members and their health care providers. They regularly update providers and changes to a member's health status or care. This communication is important to ensuring a coordinated approach to care for the member. 


Now Available! Off-Exchange Application Instructions

Brokers can enroll clients in Fidelis Care Qualified Health Plans (Metal-Level Products) outside of NY State of Health, The Official Health plan Marketplace. Although enrolling clients through the exchange often simplifies and expedites the enrollment process by reducing paperwork, Fidelis Care provides an off-exchange option for brokers who may prefer it. All plans and rates are identical regardless of enrollment method. 

If you would like to enroll a client off the exchange, please contact your Territory Sales Specialist to obtain an off-exchange application. Contact information is available here

Electronic Funds Transfer

Fidelis Care offers you the option to receive your commission checks through Electronic Funds Transfer (EFT) directly to a financial institution of your choice. EFT expedites the payment process by eliminating the need to mail and process paper, making your commission available to you sooner. 

Enrolling in EFT is easy. Simply visit the Broker Portal at fideliscare.org/brokers and click on "Electronic Funds Transfer." You will see a set of simple instructions and a link to enroll at the bottom. You will need your broker identifier information, your financial institution's information, and a digital image of a voided check or direct deposit bank letter.

My Advocate: A Money-Saving Program for Medicare Advantage and Dual Advantage Members

My Advocate, a service offered by Altegra Health on behalf of Fidelis Care, helps Medicare Advantage and Dual Advantage members find and apply for money-saving programs available in their communities. Through the service, members could lower their Medicare Part B premium, Part D prescription drug costs, utility bills, medical transportation costs, and more. 

This service is free of charge for Fidelis Care members. Participation in My Advocate is voluntary, and it does not affect members' health benefits in any way. We encourage brokers to let members know about this additional service.

Finding a provider is each with Fidelis Care's Provider Directory online tool. Visit fideliscare.org/findadoctor to search for health care providers and facilities within Fidelis Care's provider network. 

Just type your desired location, select your current Fidelis Care health coverage, and enter the type of care or service you want. A list of providers matching your search will appear.

New Fidelis Care Medicare Online Application

Fidelis Care's Medicare online application has been streamlined. Questions have been reorganized and edited for clarity, "help" icons have been placed throughout, and a status bar now helps navigate the process. Examples of useful supporting documentation have also been added to the Medicare Online Application.

The Medicare Annual Election Period has Started!

The Medicare Annual Election Period has started, it runs through December 7 for benefits starting January 1, 2018. Brokers enrolling members should view the Online Medicare Application Process presentation before completing the application online. Brokers can enroll members online here. Brokers will need an enrollee's Medicare number for enrollment in Dual Advantage and Dual Advantage Flex plans.

Open enrollment for Qualified Health Plans starts on November 1 and ends January 31, 2018. Individuals must enroll by December 15 for coverage that starts on January 1, 2018. Enrollment in these products can be completed through NY State of Health, The Official Health Plan Marketplace at www.nystateofhealth.ny.gov. New Online Payment System for Fidelis Care Members Launches October 5
Posted October 3, 2017

Thanks to valued feedback from members, Fidelis Care is excited to launch a new and improved online payment system on October 5.

The new system, provided by Payspan, will make it easier for members to make payments, check balances, and keep track of transactions from within the Fidelis Care Member Portal. It will also enable members to sign up for automatic payments, and even receive mobile text alerts about account activity.

As part of the transition to the new payment system, a series of member communications will guide members through updating their Member Portal passwords and setting up new automatic payment (AutoPay) schedules. In order to set up AutoPay, members must first change their Member Portal password. They can do so by logging in to the Member Portal and clicking the “change your password” message on the welcome page. 


Fidelis Care to Join with Centene, One of Largest Medicaid Managed Care Organizations in the Country

Fidelis Care has taken a major step toward ensuring that our mission will be strengthened for the future by announcing that we have reached an agreement under which Fidelis Care will become Centene’s health plan in New York State. Centene will maintain the Fidelis Care name, mission, management team and staff, and our grassroots, community-based approach will continue across New York State.

Centene’s scale, expertise, and resources – including its advanced data and analytics – will enable us to further enhance the well-being of Fidelis Care’s members and continue to build linkages and systems for the coordination of care and services. Our shared goal is to improve the health care experience not only for members, but also for providers.

Most importantly, Fidelis Care’s mission and values are shared by Centene. Centene’s core philosophy is that quality healthcare is best delivered locally, and that a local, decentralized approach helps to provide members with access to high-quality and culturally sensitive care and service. Fidelis Care has always focused on this local commitment. Our relationship with Centene will enhance our work together on behalf of members and providers.

Please note that until the closing, Fidelis Care and Centene remain separate companies, and all current contracts remain in effect. There is nothing that Fidelis Care members need to do. Members will continue to use their Fidelis Care member ID card, and have the same coverage and benefits.

Now Available! Producer Program Contact List 

Brokers can now download the Producer Program Contact List from Fidelis Care’s Broker Resources page. This list includes the contact information of all the Territory Sales Specialists, the Broker Program Coordinator, and the Program Manager. The Producer Program Contact List is available here.

Question: I have a Dual Advantage client who is having difficulty obtaining diabetic supplies. Who can I refer my client to?

Answer: Fidelis Care assigns a Nurse Care Manager to all of our Dual Advantage members. Brokers can call 1-800-247-1447 (TTY: 1-800-695-8544), their Territory Sales Specialist, or the Broker Program Coordinator, and they can ask for a Nurse Care Manager to reach out directly to a member about a particular need.

Reminder: Submit Your AHIP Medicare Training Certificate

In order to remain eligible to sell Fidelis Medicare Advantage and Dual Advantage products for 2018, brokers must email their AHIP Online Medicare Training Course completion certificate to Katie Schlie at medicareenrollmentforms@fideliscare.org. The deadline to submit certificates is October 1, 2017.
